So some players have decided they don't care about their GAC Skill Rating. There reasons are probably not the same and for a variety of issues.
However, to get rewards they need to attack once. Some are attacking zero times, some are attacking just the once, some are attacking the once if they have time, some are attacking with anything, some are attacking with their best team, some set a good defence, some have more time on Thursdays so play properly then and not other days, some like bananas.
I don't think there's one algorithm to catch all of the above.

If you do it once a year, you may as well do it once a week. As setting by GP affects how players play the whole of SWGOH. Once you put GP weight on, you can't take it off.
With a reset to your GP, it will affect your match ups for at least more than half of the year under your system, therefore GP weight watching would be required for all of your SWGOH activity. The influence it would have is the same, so you may as well go back to total GP match making system as the affect it would have on SWGOH is the same.
It also doesn't take into account, or punishes unfairly the try hards that have moved up the rankings with a lower GP and are happy about it. Do they want to be reset to lower leagues and get less rewards?

I think it's the same problem. Eventually the 10-69ers are going to end up in Carbonite, they're just getting there at a slower rate. I guess CG could do something about the 0 banner guys, but it doesn't address the whole inactivity problem. And our GAC rating system doesn't work properly with inactivity.
I think what would be reasonable to me is something along the lines of:
A. CG has a set GP in mind for each division.
B. If a player falls a certain percentage below that division it raises a red flag.
C. A programme then looks at the player's GAC match up banner count since falling from above division.
D. For players that do not meet a sufficient average banner count (per league), Rick and Beth class them as 'unproductives'.
E. Unproductives are in future grouped together in their own GAC pools.
