Super Commando is a better question, but I would guess that he's supposed to be some kind of elite, where the Imperial Trooper category may be meant to be more for the grunts. Though how that would square with Death Trooper, I couldn't explain.
Gar Saxon's clan is affiliated with the empire and will carry out some of their plans, but they aren't officially part of the imperial army/forces/whatever.
Still they belong to the empire factions...
Anyway, I get why ISC isn't a trooper
