Joke answer: dude from the cantina in AotC, hands out deathsticks. Gotta get 'em hooked young, guarantee some customers for himself later.

Serious answer: Probably Chewbacca? Dude seems to be basically the father figure for the OT and ST teams, keeping everyone on track and safe. I could see him handing out full-size candy to everyone. While dressed as Han, of course. Han and Chewie go as each other every Halloween.
