a recent iOS version trys to be "smart" with AP mode.
If the last time you turned on AP mode you turned wifi back on the phone will remember this, so the next time you turn on airplane mode it will leave wifi on
something like that. I don't have an iPhone but heard lots of questions about it from my guild so I called up my old friend google
