How exactly does potency and tenacity work?

So say vader has 50% potency and uses his basic on someone with 25% tenacity, what is the exact chance that he will inflict ability block on them? I'm just still really confused on how this works.

Not exactly right. The resist chance is potency minus tenacity. The resist chance has a minimum of 15%. This means that if tenacity down is applied there is still a 15% resist chance
