How important are pilot levels in ship battles?
I have the Jedi Consular at level 71. Should I spend the 3.6m credits to upgrade him to 85, purely for ship battles? Or is the difference to power so negligible that it's not worth it?

It's literally the most important thing (gear level of pilot). After that, numerical level of the pilot, level of the mods (and dots) and ability levels.
You don't have those maxxed (or as high as you can get) - and you're hampering the effectiveness of your ship.
A ship that's level 85 but is piloted by someone at gear 6, with no mods, and level 70 - will get boat raced by a level 70 ship with a higher geared pilot.
