Since the frequency of territory battles has been declining as of late, is there any way we could get a secondary way to farm IPD and ROLO? My guild just got enough members to decently farm IPD, and ...

There is no reason to ever prep for the 7* IPD or ROLO missions now.
Likewise don't waste time or resources on Rogue 1.
By the time you can do Phase 6 Hoth, you should likely be doing Geo instead and wishing you hadn't wasted on HOTH.
I hope Warrior's Pillars and other farming guides get updated after Geo to minimize farms/gear for Hoth (or ignore it) in prep Geo since you can't do both.
