Is GI Patience unique broken in Conquest?

Reva, GI, 7th, and 8th should get you 6 stacks of purge right? That's what I'm used to in conquest and in other game modes. Reva lead gives you 5 and GI gives 1 if 3 allies (minimum) are inqs. I'm only starting my encounters with 5 stacks.... anyone else seeing this? Or can you test it to see?
