Is Wiggs giving bonus speed to all rebels

So I'm fighting a Lando lead Wiggs, StHan JKA team

His Han has 184 speed and should get a bonus of 15 from Lando lead for 199

But StHan ends up going first in battle even though I have a 231 speed TFP and a 208ish speed Boba

I know that once Han goes his tm reduction can change everything, but he shouldn't be going first.

Only thing I can think of is wedge bonus is going to everyone and not not just him and Biggs

Am I missing something

    Biggs calls wedge and sth to assist. Sth has 55% chance to gain 35% tm on his basic attack.
    35% push could easily push sth in front if your tfp

    So he had 0 mods on his Wedge??
    Unmodded wedge under Lando lead would start at 170 speed, 14 less than what you said his STH was at. That is very hard to imagine.

    Sounds like some fluke thing.
