I don’t want to doubt youMasterSeedy but I don’t know where you’re getting the average info from.
I just took Kleya from 29 to 31 and the summons are now lvl31. Vel and Cinta are at 29 still. Hardly conclusive proof that your max level dictates the level of your summons, but pretty conclusive proof it’s not the average level.
Edit - the devs did announce summons would scale off your highest level Era Character.

Someone put in a bug report let’s upvote it. Even without a leadership ability, gameplay should not be this bad. A level 55 team should clear tier 4 easy. A level 35 team, which mine is, should not be wiped out at tier 3 in one attack on opening move by the Steroid Cats. I definitely agree there is something not right with the coding since Cinta’s release.

All of my characters are evenly maxed out as high as I can get them and they all die to an aoe before I can get a single turn in. It wasn't this bad before Cinta released. She's reducing the overall team power because she sucks. I refuse to wait for 2 extra weeks with no progress because CG refuses to fix it.

There are multiple problems here. First, we don't have anyone with a leadership ability yet. We won't get one until either Cassian or Partagaz is realeased, so we have little synergy as we did last time with everyone getting every tag. Second, a lot of the coliseum opponents get buffed stats based on number of times they are hit between turns. Thus, with the one extra toon, you are getting more hits in (even if they do little damage) which ramps up the enemy which leads to getting full team wiped a lot of the time. I'm at 38, 37, and 36 in release order of the new toons. So far I have gotten to tier 4 on zeffo and dryax. Both those tier 4's are rough at this stage. I was lucky to get 19% and 10% respectively. My run this morning only got 1%. I am hoping I can tier 4 AT-ST this afternoon to hopefully get Kleya to 39 since that is a nice protection bump. At this point I'm really getting worried about being able to hit 40% in order to get the gear to advance past level 39. I didn't really track everything last time, but it sure seems a lot slower for advancement this time around.

Cinta hasn’t added anything. Can CG add an “undermine” mechanic to this era? The team just doesn’t work well without it, and Coliseum hasn’t showcased what the faction does without new Cassian.

I'm lvl 30, 28, 28 with 30 being Kleya. I can't beat 40% of tier 3 at this stage (Zeffo Guards). Hit 40% on my first run then don't think I got past 35% on the remaining 4.
Kleyas Basic seems to be the thing that gets me most progress. If you can get Blind to stick from Saw and\or Vel. Use Kelyas 2nd special on herself, and can time Pao to give his offense up without it getting cleansed before blind wears off. Assuming Kleya crits she can wipe out 8%-10% in one hit.
Might not be the optimal tactic but it's about the only joy I've managed to find so far. - crzydroid1 month agoHero (Retired)

Remember that your summons are given the AVG level of your unlocked & levelled toons. If L31 is less than your other toons, it will hurt your summons, not help them.
As for the rest, the Coliseum is fairly RNG sensitive. It's not so entirely RNG that I can't beat my old score in 5 tries, but it's random enough that it's rare to beat my old score on the first try. Those AoEs are pretty brutal.
I'm with you on CG needing to recalibrate, but there are things you can do to make things better for yourself.
