Maul has a max of 9983 health and 8659 protection, minus mods. Even without critical hits, he can be absolutely destroyed. Add in some mods and you're getting, what, 90% bonus protection (100% or so maxed, if you got all protection mods)and maybe 12k total health if you use health mods.
Maul is far to squishy of a hero. An auto taunt in crit only wouldn't really help him that much, especially since its a taunt only if Maul gets hit. You can still attack and kill the rest of the team without triggering it.
