MK 5 A/KT stun gun
I have 23 character units that are more or less blocked from progressing because they all need the Mk 5 A/KT Stun Gun. How many characters do you have stuck on this piece of gear?

With Phoenix specifically, they have a very sharp G8 wall, and I suspect it's intentional. Phoenix is designed to be an effective entry level strategy that you move on from. That wall seems designed to let you know it's time to move on.
Or the more cynical perspective would be that it lures new players to unknowingly put high value gear on low value characters.
