Mod packs nerfed?

It's probably no news but it looks like the mod packs don't drop 5dot mods as often as they used to. All my guild mates report the similar results. Out of 5 packs I got only 2 5dot mods. Both were bad btw. 600 crystals seems like a good values but it's quality over quantity. I would've been better off spending the crystals in the mod shop or on stun cuffs.
