They do it cause there are enough people like you who keep buying them to out spend the small spenders who just buy cyrstals for refreshes.
In my opinion buying crystals just for refreshes is much better than buying chromiums. With chromium it depends on RNG but with refreshes you know exactly who you are farming and know who you will get from the hard nodes.
