Where do you get that from? Its 50% chance to inflict it and there's no uniques that increase it. Unless im forgetting something?

Deal Special damage to all enemies with a 50% chance (doubled against debuffed enemies) to increase their cooldowns by 1. For each cooldown increased, reduce the cooldown of Annihilate by 1.

I guess I just ignored that "doubled against debuffed enemies" part lol

Yeah, RNG determines a win or not against this setup. If B2 goes before R2 and gets Nhillus unstealth and R2 can stun him (or multiple toons unstealth and R2 gets two crits with Improvise) then you have a chance. But chances are it triggers 100tm on Nil and he sets everyone back.
