Offense mods vs. Critical mods

I feel like Critical mods are pretty much the only way to go with DPS characters seeing that Critical damage + critical chance is waaay more powerful than Offense mods (damage scales better).

Is there a possibility to buff Offense mods so that people would have a real option between critical and offense mods?
