Typically the TM removal happens last.
So the gain TM and then you remove it in the case of Biggs or Savage.
Honestly not sure about b2 since his is triggered on damage to others.
I use this to my advantage with jyn.
I will hit biggs or Savage with low tm she will then gain full tm, in case of Biggs or high TM in case of Savage.
