Overloaded Phoenix kits

I know they haven't even all been released yet, but seriously, how can you justify these Phoenix characters?

A basic, two specials, and 4 uniques per character? I understand you have to run them together for their full strength, but who wouldn't? How can you think 5 leadership abilities is balanced? Why do this? (Aside from wanting to stick your hands in our pockets)
