This is correct- I think it is resist yes. Tenacity counters potency. So for example QGJ you want to stack potency and the toon you want to prevent debuffs you stack tenacity (for example Yoda or a tank).

There have been instances where dispels have been bugged (e.g., Qui Gon's Humbling Blow) but it you should not be able to resist it.
They get dodged entirely too much for my liking though. - Guys, you dodge damage, resist debuffs/dispells. I believe if you dodge you automatically resist as well.

I've never seen a dispel get resisted.
Closest was when QGJ's HB was badly bugged.- The only thing I've seen work weird (or, WAI, for that matter) recently is if Foresight is up -- depending on the dispel foresight goes away but any other buffs/debuffs remain.

That's because foresight allows you to dodge the attack. In this case you are dodging a dispel.
