Rebel action?

Quick question:
In TW, in the stats panel, there is a category called "rebel action", we have only 1 player in there.
What does it correspond to?

    He targeted an area that had a Cancelled icon on it, implying guild leadership directed people to focus efforts elsewhere. Your Rogue-Action guild member ignored that direction and targeted the territory anyways, thus not delegating his forces to the intended territory where more members are focusing their efforts.

    EDIT: or he placed a defense in a territory of your own that had a Cancelled icon.
