There is no crisis or need. .02% of battles, in GAC only, were low level (unspecified if it was R7, R8 or lower could beat an all R9 team. Again limited data set, all cherry picked matches. No data from Datacron usage, no TW, no Arena and no Conquest data used.
We were not told if it was a G12 GL Leia vs R9 under modded Jawas she beat or a Darth Traya team of Traya by herself with no mods. The only math we have is .02% which is 2 of every hundred matches where no datacrons are involved, the lesser team took out an R9 team. Thats not a huge issue and is again explained away by better kits, better modding, better synergy and zetas for the lesser team. All within player control.
