Is it possible to get the option to block planets from getting a star, so we can preload it safely for next phase?

- Nope. You can set orders that say 'prohibit engagement' but people can still disobey and do missions and deploy. It shows up as a rogue action to the officers so they know who did it, but there's no way to completely shut it down.
