Seemingly errant gear

In G6 Lando Calrissian gets an item with unneeded stats (this is not the only example I have come across). Specifically, the item Mk 7 Loronar Power Cell gives 400 health, 2 speed, 48 special damage, 5% potency, and 1% tenacity.

Lando has two attacks, both state they deal physical damage. How does special damage help Lando at all?

Lando only has one buff (his self buff critical chance up on a crit hit) and deals no debuffs. How does potency help Lando?
