Selling unsellable mods

Some mods (unassigned and unlocked) I cant sell. I unlock them and hit the sell tab, I get only a few that are unlocked prompted to sell. How do I get the unassigned/unlocked ones, ALLLL of them. To sell? I have screenshots

    Just to be sure though, I checked my load outs. Still not there.
