Shipments are broken

I think shipments are broken. For several weeks now I have been trying to promote Omega to three stars, but the item won’t show up in shipments. I have 670 crystals and can only afford 8 shards for 320 crystals or 16 shards for 640 crystals. The 16 shards will allow for instant promotion since I only need 10 more. However, every time shipments refresh it is either a different character or 32 shards for 1,280 crystals. This is starting to become a problem.

    Even if I manage to somehow get the item, if shipments remain broken it might affect further promotion of this character.

    Shipments are random.
    In any case, Omega is not only farmable, but also accelerated. Farming her node, even through the 100 refreshes, will save you more crystals than buying from shipments.
