Yes, hoarding and reading the tea leaves is how you get ahead of the curve and get things first pass as a free player. This is generally the realm of long-time players who have little opportunity cost in doing so as they've exhausted most of the content in the game.
Resource management is not just optimal utilization. It's also saving and planning. Hoarding to achieve goals that are available in the future is valid.
If you forgo hoarding and instead go for an immediate utilization model, that's your decision, but the consequences are also on you. Those who hoarded and read the tea leaves will be ready before you no matter what. And unless the prereqs for the new event are already super ubiquitous (not a reasonable expectation), it will probably take you about three months to shift gears and get the prereqs, with node refreshes. In other words, one cycle. Two if you don't node refresh.
If you put yourself in a situation where it takes you three months to get ready and you get the character in three months, don't begrudge the people who put themselves in a situation to get it sooner. Preparedness accelerates goals, and that's fair.
