You should always assume you will get the worst payout from any package.
That means you would (could) need 19,485 crystals to bring all required toons up to 4 star to unluck Maul (or rather, to get the 2 LSTs).
If you are lucky, perhaps a little less.
If you only had 10k to spend, you were nowhere near what was expected of you.
