You do realize that if they adjust the secondary speed stat they will all be adjusted.
Example:
20 down to 10
10 down to 5
5 down to 1

So the players with the 20 speed secondary will still have higher speed mods.

So the chances of finding a +10 will still be as bad as a +20 is now.
