it depends on what you mean by "punish". If the thrawn event was announced earlier more players would have had him 7 stars like i have. The less prepared benefit more from an early notice than the well prepared, so one could argue that it would "punish" the well prepared players. It would also mean that I would lose a slight competative advantage because they choose to share the requirements earlier.
I personally don't care much about that, it's a nice bonus though. I do enjoy the fact that i was able to get him where others weren't, for me it was more about the accomplisment than having a more exclusive 7* character.
Long story short, i take pride in having all legendary characters unlocked at 7* first go around (except for yoda :(). If they announce the requirements earlier that wouldn't be something to be "proud" of anymore. One could also argue that i got lucky with the requirements ;)
