Tenacity Down will now nullify Tenacity Up

Yes it is unresistable. If you try to apply tenacity down on top of tenacity up before this update, you will see it land. The debuff icon doesn't show but you see the red text appear under the hp bars. All debuffs still bounced off then.

The unresistable part was also dev confirmed somewhere.
