Tenacity up should mirror Potency up

They (dev) originally wanted tenacity down to be never resist. Something about the coding there is always a 15% chance to resist.

However a buff that makes all debuffs be unresistable would be pretty interesting. Since it is a buff to your team it would have to dispelled and it is very easy to make opponents waste dispells.
