I do like the idea of Luke being a galactic legend. However, this kit is not going to be it. I want to like this kit. But I can't. It has some major flaws in it.
Lets start with the basic. It's too focused on both Empire sith enemies and critical hits. Pretty much all meta teams (except Sith triumvirate, bu they've fallen quite a bit) heavily rely on Critical Hits already, so that bothers me personally. But that is personally. The focus on Sith and empire is way to specific for a character like this. And the cooldown reduction is clearly just a way to counter the meta (this will come up a lot). It is overall the most consistent ability o the kit, but doesn't feel like it was designed with Luke in mind so much as it was designed with countering the current meta in mind. And that really bothers me a lot.
The first special (or combo of specials) are also just broken. The 100% protection recovery would be nice. Except he also has an absolutely broken recovery on his lead. You just threw protection recovery on top o protection recovery. Which is a mayor design no-go in my book. Not to mention that NOOOO! is basically just annihilate. Just instantly defeat anyone. That doesn't sound like Luke at all. If I had to rate these specials and his lead, they feel designed as if he's using his allies instead of working with them or helping them. Much like General Grievous, thou not on that extreme of an level. I think e can both agree that is not Luke.
His last special, Force Choke, falls into the same category..... Wait... Force Choke? ummmmm. My apologies. I thought I was giving feedback on Luke Skywalker, but apparently I was giving feedback on Darth Vader (ep VI). How foolish of me. Lets seee..... No it clearly says Luke at the top. What the hell??? Why would a dark side ability be used in a kit representing him. Because he happened to maybe use it one time? Yeah, great representation of the character that is. Not to mention the effect itself is once again a pure need to be overpowered. Nothing in it represents Luke in any degree. No I can't agree with this.
I already addressed the lead a bit and addressed the entire "need to counter the meta" mentality, and that pretty much continues into the rest of the lead. It's not like I can't understand wanting to counter the meta, but it still needs to fit the character and/or a general theme. I'm not claiming I myself don't make this mistake either. I actually did a lot (and still do, especially in first drafts of kits). But it's still a problem. Both uniques continue this trend as well. (especially the immunities, which are clearly there just to counter the meta and for no other reason). The healing on his second looks pretty nice, but just goes into overdrive with again no theme or control to it. It's such a shame There is no central theme in this kit and no character, just a need to counter what's currently strong and be overpowered. It's a real shame ans there are some good and unique idea's in here that seem to fit Luke quite well, but they quickly become distorted.
You did inspire me to think of how his kit would be as well. At them moment however, I only have a leadership and a unique. I am still working on the rest. However, I would still like to share them with you, despite it not being finished. As I don't think I can make a kit for him that is satisfying on my own. Maybe the small idea's and themes I came up with might give you some inspiration for something else as well. Also, seeing as Galactic Legends always come in pairs, maybe a Darth Vader (ep VI) kit is something you might start to think about as well. Just an idea thou. Anyway, here is what I've come up with for now. Please keep in mind that these are only some loose idea's for now. A first draft, essentially:
P.s. What the zeta adds, is in Italics. The name of the lead is a reference to the same scene as yours is. Except I derived it from the emperors words about what he thought was Luke greatest weakness. The unique's name speaks for itself.
I am also sorry I didn't end up liking your kit. But I just don't. Hope I did help you improve it, and I hope you help improve mine (or complete it for now).

Faith in Each Other (Leader) (Zeta)
All units can’t score Critical Hits.
All Rebel allies gain Defence and Tenacity equal to their Critical Chance, and gain Offence and Potency equal to their Critical Damage. Whenever a Rebel ally uses an Ability during their turn, they call target other Rebel ally to Assist.
Whenever a Rebel ally Assists during another Rebel ally’s turn, they can’t suffer any negative effects and enemies can’t gain any positive effects as a result of that Assist.
Whenever a Rebel ally gains an effect that prevents them from attacking out of turn, they gain +100% Speed until the next time they attack out of turn.
Selflessness (Unique) (Zeta)
At the end of his turn, Luke dispels all debuffs from the least Healthy ally, and Recovers 25% of their Max Health and Max Protection. If that ally was Luke himself, all other allies gain 5% Turn Meter, plus an additional 5% Turn Meter for each debuff dispelled this way. Otherwise Luke gains 10% Turn Meter, plus an additional 10% Turn Meter for each debuff dispelled this way. These effects can’t be Prevented.
