You're forgetting:
... or they know how healing can remove plague
... or they know which enemy NS to stun/fracture/block
... or they know the optimal kill order when foghting NS
... or they accept the fact, that they don't currently have the roster to beat every possible team, and enjoy their game anyway.
... or they have been building troopers anyway for the sake of getting IPD shards for their guild.
