If you are really struggling, take your best mods off of your arena team, and put them on your rebels. It makes all the difference. I couldn't beat the tier 6 when my ackbar was unmodded, but when I gave him some meh mods and maxed his leader ability... well with a little bit of RNG I could beat tier 7.
