If I'm not mistaken, if you are willing to settle for one upgrade on speed, a level 1 green mod with speed revealed will upgrade the speed one time before revealing the 3 other stats.
But the compromise there is that the speed will upgrade precisely once, since there are only 4 stat upgrade chances in total for any mod, and the remaining 3 chances must be spent on revealing the hidden stats.
