Palpatine would have been the first to move, with his 520 speed. Used his basic on Wampa, wich made counterattacks impossible for the next two turns of Wampa. Between those turns, Palpatine probably attacked again.

520 isn’t that high for SEE speed. There’s plenty faster. SEE’s basic can’t be countered and once deceived debuff is applied, your Wampa can’t target SEE while other Sith are in play - so she can’t counter his other attacks. On SWGOH .GG, Wampa has about a 70% success rate vs SEE teams, assuming mods & any datacrons are set up right - so it’s not uncommon to get womped
