A small tweak that may see improvements would be to set teams per sector in the middle of the guilds player sign up, not the smaller number, which is being heavily gamed.

If that doesn't see any improvements; maybe, they should just put TW on a ladder, like GAC. GP match-making seems fairer on paper, but is being min-maxed too easily.
