What does "Top 10% promote" mean in GAC now?

If I start in Chromium 4 and go 12-0 will I move to Chromium 3? Chromium 1? Next tier? Or will I move from Chromium 4 to Chromium 3 after going 3-0? Then drop back to Chromium 4 if I go 0-3 the ne...
