I've thought about shifting to a droid team, but I joined in April and so I'm in a relatively mature arena shard, where 3* Nebit and 5* HK just wouldn't cut it. Already have maxed 88, 86, Poggle, with JE at 4* and climbing.
If you don't have 5's by now, I wouldn't worry about him. If you get a clone team or are shooting for 3+ million raid phases, come back to him.
Scavenger is great, I'm still at g7 with him, but Nebit(l), 88, 86, JE, JS is easily the most enjoyable comp I've played(most synergistic too)...tho subing in Jawa over JS, frequently does more damage(if his shots are not evaded). I float between 100-200 on a day 1 server (I missed out on 7* EP and am strictly F2P...i.e. "no clone team").
HK simply is the best droid leader by a pretty fair margin(hate to say, Nebit is more fun), he's still worthwhile to prioritize right now...but IG-100 is not. When...if there is some separatist challenge in the future, a Poggle(l)/GS/B2/IG-100/? will probably be a great F2P setup, but I'd hold off until then.
