Best way to split up Resistance

Question

So we have 15 Resistance characters now with 3 leaders amongst them.
I know I'm not even close to unlocking Rey, but is this about the best way to make 3 viable teams out of them?
Or who would you switch?

Yeah, no.  Finn needs Poe to work.Move 3PO and R2 out.  Move the vets to a Scoundrels squad.  Bench one unit.
