Can Chirpa hit as hard as scout?

My scout is g11 with 3200 damage. His special crit for 21000-22000 @ 717 offense from mod
My Chirpa is g12 with 2700. Chirpa crit 14000-15000. At 320 offense from mod.

If I increase Chirpa mod offense to 700 will he crit around 20000

I can't give you exact numbers without knowing if you have crit damage mods of any kind on Chirpa, of just offense. However, you would need quite a bit more offense on Chirpa to get him to 20,000.

The damage multiplier for his basic attack is 2.262. So whatever you get his offense to you multiply it times 2.262 to find out how much a non-crit would do before factoring in defense. Then you multiply that times whatever his crit damage is.

Increasing his offense from mods from 320 to 700 adds 380 offense. Multiply by 2.262 to get almost 860 additional offense on a non-crit. Multiply by the max crit damage possible from mods ( assuming 222% with a set and 6 dot triangle), and the additional damage would be about 1,909. Add that on to what you're getting currently (15,000 on the top end) and you're at 16,909.

That is not accounting for any buffs. It also doesn't account for defense which will vary depending on the target. Some of the 1,909 extra will get blocked out, but that math is over my head. A healthy estimate is that you need to add 1,000 flat offense to Chirpa on top of what you have (so 1,320) or more to push his damage over 20,000 on a crit.

Additionally, if you look at the characters on SWGOH.gg you can see the damage ranges of each ability. It also shows you the hidden damage multiplier for each ability at each ability level if you click on it. That will make the translation from the character's physical damage numbers to the actual damage in combat make more sense. I've seen some of your posts. You seem like you can handle the numbers yourself. I'm just assuming from your question that you didn't know those hidden multipliers existed or where to find them. You can see if you check the sight yourself that Scout's special has a higher multiplier than Chirpa's attack does.

Thanks. No, pretty bad depression that makes thinking a sporadic challenge.
