It takes 4 crit damage for the benefit to kick in, like offense and Speed.
Crit chance, defense, tenacity and Health only require 2 similar mods which is why you can see up to 3 boosts on screen. So choose a 4 mod set and a 2 mod set to gain max set bonus.
