I think it is much more likely that the next several releases of Legendary/heroes Journey/Epic confrontation characters will alternate light and dark (with each one, of course, requiring an investment in widely underutilized/undergeared toons to unlock), with each one providing the edge to Rey or Kylo in PVP arena as ‘soup’ compositions until it is time (end of the calendar yearish?) to release a new pair of Galactic Legends and repeat the process...
Post Kylo adjustment/buff, there is no question that he is in an ascendant position, but there are a few compositions that can beat him very reliably on offense, though they won’t hold as well against him on defense (the same held true for Rey prior to them buffing Kylo...) FO has never really had their day in the sun as the top faction, I don’t really mind if they have the spotlight for a bit (and for the record, I have a Rey, still miles away from Kylo).
