GW store after Zeb?
So I just 7* Zeb and I'm not sure what to get next in the GW store. The plan (new shard) is my almost complete phoenix > empire > FO. I was only able to unlock 6* Thrawn but hopefully I'll be squared ...

Since you didn't list any others that were done, I will give some general advice.
First, I would start with K2SO. He is a strong tank, especially under Jyn lead paired with cassian in the standard Rogue One squad (jyn/cassian/k2so/chirrut/baze). R1 is a required lstb squad, so you will have to farm him eventually anyway. His Uwing is f2p now also, and is a pretty nice ship overall.
You will eventually need to get all of your Jawas up to 5* at least, so you can do all 3 tiers of the Critical Damage mod challenges. They are the definitely the preferred type of mod for almost all DPS toons, and will greatly boost your possible damage output. The final tier is poosible to beat with decent mods and level 6 or 7 abilities at g8, so I would definitely take Datcha ( and the other jawas also) up to 5* first can you get CD mods unlocked.
A zFinn resistance team is still arguably the most valuable zeta in the game ( for raid damage, LS territory battle, and and offense TW squad ), and Resistance Pilot is very valuable to have as another source of exposes. Once Finn has his lead zeta, even a g8-g9 squad can 6/6 pretty much every phase reliably and also post 6+ MIL damage in heroic tank raid.
I wouldnt do Phasma until at least those three are done, and maybe not even then now that unmasked kylo is farmable. He is a far superior lead, and Phasma doesn't really add anything to the squad at all.
