Aside from the tenacity up buff, you can mod for tenacity. But if you face well modded characters then it may be impossible. If the explanation we've been given is correct then you would need potency that is 100% higher than the highest debuffing opponent. As an example, my Palpatine has 75% potency, so you theoretically need 175% tenacity. His lead gives 32% extra potency, so then you would need 207% tenacity. There are worse opponents to deal with for potency too. (Tarkin)
