I think there's a clarification to be made here, mods grant speed, but mods aren't just speed.
So the statement that since slower revans beat faster revans, mods don't matter is not accurate.
Being the fastest Revan isn't necessary, but you still need great mods to win those matches. Maybe it's more health/prot to withstand the enemy flurry. Or more offense/crit chance to land more damage. Or more potency/tenacity to shift the buff/debuff battle.
Mods absolutely matter. Speed helps, but isn't a pre-requisite.
