Money spent, luck, priorities, and timing. In my shard, after the sea of Revans and a few Trayas at the top, there are more of a variety of teams and the strategy is often about which team you choose to attack the opponent, based on that team's strengths & weaknesses.
Money spent, luck and priorities wouldn't really make a difference if teams are more balanced and mods aren't that important because of it, it's the exact opposite actually.
But top 5 players aren't better or more skilled than top 100 players. I'm top 100 in arena (because I chose not to farm Old Republic for Revan) and top 5 in fleet (because I chose to farm Bounty Hunter ships for the Falcon). Players that impress me are the ones who win in grand arena when matched with an equal opponent.
I wouldn't say it necessarily takes more skill (as in making the right choices during battle) to be a top5 player. If you've got the right team and mods it only takes some basic understanding of the mechanics to win on offense. I'm sure loads of players whom aren't in the top5 of their arena posses that level of skill, or more even.
Arena in its current form is mostly about resource management and teamchoice, those are the determining factors in arena. oh, and dedication ofcourse. As is evident by the rank, top5 players are better at that aspect of the game than top100 players. If you trivialize those factors by making teams more equal to eachother and mods matter less, there isn't much that separates the two groups except for dedication (refreshing / battling alot). Imo that's not desirable at all.
I do agree that winning GAs is a way better indicator of skill than dominating arena. It's still highly dependant on the opponent though. Even opponents with equal rosters can just be bad at GA. The overwhelming majority of my matches didn't require high levels of gameplay to win (that includes both the ones i won and the ones my opponent won).
