Mods are bugged?

My general grievous has all possible health primaries and all 3 sets level 15 health sets. I'm only getting about 60% boost over base when it should be 100% including health secondaries. I also noticed the last piece of gear added only the base 6500 health and gave zero towards percentage.Total health currently is 63358 (24231).
