Everything is relative. I'm on an older shard, I consider most characters below gear 11 to be non-viable. For arena, generally g12 is expected.
Thrawn is one of the most valuable all-around characters in the game, and is worth the gear. Each gear level from 7-12 comes with increases to the protection pool for that character, so keep gearing him up!
