Ok in all seriousness like are the counters to this supposed to be and don't come back at me with a paid for team or team that is full of legendaries or saying I need fully levelled toons with DPS bec...

This is a rock-paper-scissors type of game. If you insist on bring scissors to fight rock then feel free to do so. Just don't expect to win, because you won't.
NS have many counters. Empire is just one. However, a typical route is to develop an empire team after the initial phoenix. That's why empire as counter (preferrably palpatine with zeta lead) is often used.
The difference usually is though in every other fight where you bring your sharpest scissors to a not so big rock you at least soften the rock for the paper.
You can do this with NS as well. Even Phoenix can soften the NS. However, I would not recommend using this strategy and leaving the NS team loaded with TM. The teams, that can clean up such a mess can also beat the NS without softening them up first.
I still find it disappointing that for any other team though their large power and real threat you can send a low power high synergy team and whittle some protection or even health down which to me is strategy in itself and can be fun utilising more than 3 teams in itself yet with NS you just can't do any whittling or aggregation without the right characters.
